Matthew 27:1-2, Jesus Delivered to Pilate
1 When morning came, all the chief priests and the elders of the people took counsel against Jesus to put him to death.2 And they bound him and led him away and delivered him over to Pilate the governor.

Now the leaders had to find a way to get the death penalty implemented. Roman law prohibited the Jews from carrying out the death penalty on their own. Knowing the personality of Pontius Pilate, they must have concocted a good plan to out govern the governor!
